The 55th Plenary Session of the PABSEC General Assembly was held online on 6 August 2020. The Plenary Session was attended by the national delegations from the parliaments of the Republic of Albania, the Republic of Armenia, the Republic of Azerbaijan, the Republic of Bulgaria, Georgia, the Hellenic Republic, tthe Republic of Moldova, Romania, the Russian Federation, the Republic of Serbia, the Republic of Turkey, and Ukraine. The Plenary Session was opened by Mr. Otar Danelia, Head of the PABSEC Georgian delegation. The Opening was addressed by Mr. Alexandru Ene, Representative of the Romanian BSEC Chairmanship-in-Office, Ministry of Foreign Affairs of Romania, and Mr. Asaf Hajiyev, PABSEC Secretary General. The Assembly approved the Progress Report of the Assembly and the Minutes of the 54th Plenary Session, ratified the credentials of the new members of the Assembly from the Republic of Azerbaijan, the Republic of Moldova, Romania, the Russian Federation and the Republic of Turkey. Ambassador Ebru Barutcu-Gokdenizler First Deputy Secretary General of the Permanent International Secretariat of the Organization of the Black Sea Economic Cooperation (BSEC PERMIS) submitted the information on the BSEC activities. The members of the Assembly elected the PABSEC Vice-Presidents - Mr. Nikolae Ciubuc (Republic of Moldova) and Mr. Sergei Melikov (Russian Federation). Within the framework of the Economic, Commercial, Technological and Environmental Affairs Committee, the Assembly adopted Report and Recommendation 173/2020 “Development of Financial Technologies in the BSEC Member States”. Within the framework of the Legal and Political Affairs Committee, the Assembly adopted Report and Recommendation 174/2020 "Legislative Framework for the Realization of the Projects Connecting Europe and Asia (One Belt - One Road)" Within the framework of the PABSEC Committee on Culture, Education and Social Issues, the Assembly adopted Report and Recommendation 175/2020 “Preservation and Contemporary Role of Historical Healthcare Facilities in the BSEC Member States”. The Assembly considered and adopted the Auditing Report for the 2019 Financial Year. The Assembly also endorsed the decision of the Standing Committee to hold the 56th Plenary Session of the PABSEC General Assembly in Greece in December 2020. It was also confirmed that the following issues will be taken up by the committees at their autumn meetings: The PABSEC Economic, Commercial, Technological and Environmental Affairs Committee: “The Role of Parliaments in Combating Pandemic – Economic Aspects”. The PABSEC Legal and Political Affairs Committee: “The Role of Parliaments in Combating Pandemic – Legal and Political Aspects”. The PABSEC Cultural, Educational and Social Affairs Committee: “The Role of Parliaments in Combating Pandemic – Social Aspects”. At the closing of the Plenary Session, the PABSEC Presidency was transferred from the Parliament of Georgia to the Hellenic Parliament. The PABSEC Presidency of the Hellenic Parliament starts at the end of the 55th General Assembly.
