Mr. Asaf Hajiyev, PABSEC Secretary General, participated in the Second Counter-Terrorism Coordination Meeting of Parliamentary Assemblies held on 10 June 2022 in Naples. The event was co-organized by the Parliamentary Assembly of the Mediterranean (PAM), the United Nations Office of Counter-Terrorism (UNOCT), and the Shura Council of the State of Qatar, and was kindly hosted by the Municipality of Naples. Among the participating Parliamentary Assemblies, were: the Arab Parliament, the Arab Inter-Parliamentary Union, the African Parliamentary Union, the Andean Parliament, the Asian Parliamentary Assembly, the Latin American and Caribbean Parliament, the OSCE Parliamentary Assembly, the TURKPA, and the PABSEC. The opening was addressed by Mr. Gennaro Migliore, PAM President, Mr. Saad bin Ahmed Elmesned, Member of the Shura Council of the State of Qatar, Mr. Mauro Miedico, Deputy Director of the United Nation Office of Counter-Terrorism (UNOCT), and Mr. Antonio De Iesu, Councilor of the City of Naples. It was stressed that parliamentarians at national and international levels have a crucial role in supporting the implementation of international counter-terrorism obligations at their country and regional level, and for capacity building in preventing and countering terrorism and violent extremism, better coordination and coherence in both law and policy-making. In his speech Mr. Asaf Hajiyev, PABSEC Secretary General, stressed the concern of the parliamentarians throughout the world over the topical issues of terrorism and increased numbers of refugees. He also underlined the prime importance of the provisions of the Helsinki Final Act and the principle of territorial integrity in the international legal basis for conflict resolution. On the sidelines, the PABSEC Secretary General met with the representatives of the Shura Council of the State of Qatar and Mr. Sergio Piazzi, PAM Secretary General, and discussed the prospects of cooperation between the PAM and the PABSEC. The PABSEC Secretary General proposed to organise a joint event on terrorism in Istanbul in November. The Meeting offered a unique opportunity for the participants to identify and discuss priority thematic areas and geographic focus for joint initiatives and to adopt the Terms of Reference for the Joint Strategic Coordination Mechanism. The Meeting welcomed the proposal of the PABSEC Secretary General to organise in Istanbul next year the event co-organised by the PABSEC, United Nations Office of Counter-Terrorism in Qatar, the PAM, and other parliamentary Assemblies.
